    The newly registered user "superiorgod" is the same person as user "Albert Chong" who is currently on a one week ban.

    What is the site policy regarding people creating sockpuppet accounts to avoid bans?

    It is against it. I think you are correct. The proper course of action for you though, would have been to PM a moderator or an administrator, whereafter it can be taken up for further action. I will take this up with the rest of management.
