Scientific studies are based on empirical processes ; scientific investigation, generally involving the observation of phenomena, the formulation of a hypothesis concerning the phenomena, and the crucial importance of experimentation to demonstrate the truth or falseness of the hypothesis.
Political studies do investigate and make hypothesis about the validities of political thinking and systems but as they can not be explicitly tested through experimentation why are political studies considered scientific studies?

Because explicit tested experimentation is not strictly required for science.

1- the intellectual and practical activity encompassing the systematic study of the structure and behaviour of the physical and natural world through observation and experiment 2 - a systematic organized body of knowledge on any subject.
These are the definitions of science in the oxford dictionary.

I do consider the first definition as the most valid, but considering the second definition ; in which ways political science can provide for reliable and objective unswers for their hypothesis ? which structure or organized body of knowledge does it rely on?

Dictionary definitions are often quite poor particularly with complex ideas such as science.

But to answer your question, it's pretty clear which bodies of knowledge ought to be relied on.... anthropology, psychology, sociology and others related to individual and group human behaviors. I have to admit, I've never seen political science use those, but it's not something I care much for, or know much about other than running into it while reading some of the early Greek, Chinese and Renaissance thinkers.
