Curious, what exactly constitutes as gambling? Is it gambling without a license that is illegal and why is it illegal to do it without a licsense?
1. Licences cost money and this provides a means of revenue raising.
2. Many in government think they know what is best for their citizens. (They are usually wrong.)
Organized religion objects to anyone fleecing that much money from the public unless they can get a cut of the action. Thus, they lobby legislative bodies to enact and enforce "sin" laws, only being overcome by more sympathetic causes such as the plight of the Native Americans, who are able to open mega-casinos on reservation lands.
Bingo is big business. Churches don't want the competition.![]()
