    Hey all,

    I'm working on a essay review of Sam Harris' book, "The End of Faith", and I want to involve in my essay the legislative history of embryonic stem cell testing.

    I noticed almost all legislation regarding it relates not to whether to ban the experiments, but whether or not to federally fund them. Harris presumably is citing HR 534 when he says this on page 167, "…the U.S. House of Representatives voted effectively to ban embryonic stem-cell research on February 27, 2003."

    That bill never made it out of the senate, and that its wording bans embryonic stem cell research is questionable. The specific wording it uses is 'cloning'.

    Has there ever been a bill even presented to ban (funding aside) embryonic stem cell research?
