It has been put forward that particles will, over time, collect on a plane opposed to a random clustering. If this true why and is it supported by facts?

It was a response to a question "why do things in our known universe tend to spiral in a plan?" ask on Science Forum – Astronomy & Cosmology. I ask the question but did not get any logic that I could buy into. So I went to the Physics group with the idea that all things as we know it have a connection. We just need to understand what that is. Because much of what we observe in our universe spirals on a plane then there must be a basic reason behind that. Can the two not be equated?
