    is it possible to create an ion field without electrifying something completely? may be a stupid question, but i need to know.

    I am not sure what is meant by an "ion field". It is certainly possible to ionize atoms and molecules (that is, produce ions) by irradiating them with ultraviolet light.

    No, because an ion - by definition - IS electrified. Though I have NO idea what you mean by "electrifying something completely." It's either electrified or not.
