The point when High Voltage starts to break down molecular bonds of the human body, taken into account the very low Current, the point When Wattage kills.

I am pondering the effects of low current plasma and wattage (high Frequency) to
    this and when it harms.

You've taken a muddle and managed to confuse it further. Now you've thrown in "plasma", and prepended "low current" as a modifier. It makes about as much sense as to say "low current blue".

A plasma is a state of matter. Current is not.

Look into Plasma induced states from extreme Voltage.

reading through, i may spot the confusion with the heading, my bad haha i am talking about when people talk about amps killing, (tho they don't mention ohms of the skin) what has been observed with plasmas Ability to bind to and split Molecules. The question that is being posed is when do we have to take Voltage into account of Physical death in the nature of itself (voltage) and what it can do.

Still quite muddled, I'm afraid. It's still very unclear what you're going on about.

Electrocution occurs when the current through the heart causes ventricular fibrillation. Plasma has nothing whatever to do with it. Why do you think it does?
