    Are speed and rate the same thing?

    Depending on the definition. Though, it's unlikely you'll find yourself getting a rating ticket.

    I just mean that sometimes you hear people or you read things that talk about the rate of speed... isn't that like saying, the speed of speed?

    Not the same. Rate is the number. speed is what you are measuring.
    Rate is the value of the ratio.
    You can have taxes and the rate of taxation is what you get to keep out of what you earn. It is not the amount of taxes, just the percentage rate or mille rate.
