There are plenty of devices which can cause permanent blindness. Any bright flash could cause irreversible trauma, but it's probably going to be a case by case basis. A flash grenade, for example, could lead to temporary or permanent blindness. As for non-lethal weapons, police use said flashbangs and things like laser dazzlers.

also lazer dazzlers(and all portable laser in general) blind you temporarily,and when you recover you have a blind spot(because they are focused),that will heal in some weeks.this is not permanent and complete blindness of the eye.also they have an output of 5mW or greater,i said that those could not be included...i come from laserpointersforum and there i learned that portable laser are not weapons...
anyway i'm wondering if exist anything portable that cause complete and permanent blindness.laser are too weak,focused and the damage will heal even if it's 1W blue laser.flashbang AFAIK cause temporarily blindness too...
You want to know if someone created a weapon with the intent to permanently blind someone? Not only can I not imagine why that weapon would exist, I can't conceive of a person or group that would want one for lawful purposes.

People don't make weapon that cause permanent blindness because it violate Geneva convention on war ethic. It doesn't mean they couldn't make one or it doesn't exist. -They can pretty well modify flashbang to blow people's ears and eye out... but they shouldn't.
There are plenty of things that can permanently blind you or cause permanent sight defects. Welders know this well.
Non-lethal weapons are designed specifically NOT to cause permanent effects.
What you're asking is if there is a weapon which causes permanent blindness.
No, there is not a weapon designed specifically to do that as it would serve no purpose. That having been said, you can be permanently blinded by overexposing your eyes to damaging brightness.

someone in higher places than us could decide that is better to blind someone forever than to kill him,therefore banning firearms and replacing those with blinding devices...also in america ,people could not be sentenced death and flashed instead,and citizen could use blinding device to some muggers who enters inside their house instead of killing him...

I think people will use the device malevolently and recklessly because it is easier to do so than killing.
Killing is bad, but you can't trust people to have such device either. Look at our life today, without those weapon things are still OK.
