    In what direction and point should a force be directed towards a disc to get the maximum rotary effect.?like its angular velocity should be highest

    Neither force nor torque beget angular velocity, only angular acceleration. The maximum torque woud come the the maximum lever arm (relective to the center of gravity) hence at the outer edge and the maximum torque also comes with the force perpedicular to the lever arm.

    You might want to learn some simple mechanics from a good book on dynamics, or just a text on introductory physics.
