    While Infra-Red EM wavelengths are outside the anthropic visible spectrum, could they still be refracted through a prism, and could IR induce current in an photovoltaic cell?

    Certainly. That is how an infrared camera works. Well, at least as far as focusing the image is concerned, not the detector.
    There are devices which convert IR to electricity using photovoltaic effect.

    As soon as you said IR camera I realized that answered my whole question. TPV generators are fascinating. Thank's for the web link. Give's me a bunch more to ruminate on.
