i was watcing tv the other day and it said everything had a freqency and this is not true

an example of accelerating pendulum is an slight leaned box with a narrow base

it will start making slow oscilations with high amplitude to go making fast oscilations with low amplitude

ir there any term for this that i can look for?

Well, one can still say it has a frequency. Only this time the frequency is not constant in time.

    Doppler effect?

That would essentially be a constantly changing frequency depending on the movement of the source.
