    In Oregon, a group of people are trying to buy an Aircraft Carrier, last time I looked, they were still fund raising. Looks like they may have succeeded:

    USS Ranger Foundation

    Currently in Bremerton, Washington, she awaits her new mission in Fairview, Oregon.

    Here is the update on the Ranger project for June 2011. For those new to our website and our longtime supporters, this is where we stand right now.
    September 1, 2010 the Foundation submitted our Phase II Application to Naval Sea Systems Command for donation of ex-Ranger. The permanent mooring site in Fairview, Oregon was approved by Metro Regional Government three weeks prior to the Phase II application deadline.
    On November 19, 2010 the Navy provided us with a schedule to complete the application process based on Chinook Landing Marine Park being the new home for Ranger.
    The current issue to be resolved is the ability to transit the Columbia River via tow to the proposed mooring site. In a May 26, 2011 letter to the Foundation, the Columbia River Pilots Association determined Ranger can make the transit under high water conditions with permission to pass through the railroad bridge from the bridge owner. Obtaining the permission is well underway and expected to be finalized in the near future.
    The development of a Business Plan is ongoing. The site Environmental Plan is progressing under a fixed price contract awarded earlier this year.
    Fundraising is critical to secure the 20 to 30 million dollars needed to complete a successful application and provide for construction of the mooring structure, pier, shore facilities and utilities. This also includes costs for ship modifications for safe public access, exhibit development, maintenance, insurance and reserves.
    Project Timeline Dates
    This is the overall timeline for acquiring Ranger. These dates are real and there is no slippage. The Navy must free up pier space in Bremerton, Washington by September 31, 2014. Ranger will depart by that date for a new life in Oregon or to a ship breakers yard to be scrapped.
    July 31, 2012 - Submission of Phase II application which meets the Navy’s minimum requirements for donation.
    September 30, 2012 - Navy completes evaluation of the Phase II application and requests the Foundation to submit its Phase III application within six months.
    March 31, 2013 - Foundation submits Phase III application which fully meets the Navy’s minimum requirements for donation.
    April 30, 2013 - Navy completes evaluation of Phase III application and notifies the Foundation to proceed to negotiate with EPA Region 10 on a draft donee/EPA PCB compliance agreement.
    July to September 2013 – Move preparation begins for Ranger to be moved to Swan Island, Oregon no later than Sept. 31, 2014.
    April 30, 2014 - Completion of a signed donee/EPA PCB compliance agreement.
    April 30 to June 30, 2014 - 60 day period for Navy to finalize an Environmental Assessment pursuant to the National Environmental Policy Act and obtain Secretary of the Navy concurrence for donation.
    July 2014 – July 2015 - Site construction for Ranger complex.
    July 1 to 31, 2014 - 30-day Congressional notification period per 10 USC 7306 (any recess in excess of three days is not counted in the 30-day notification period)
    July 31, 2014 - Execution of donation transfer contract and allowance of 60-days to remove ex-Ranger from INACTSHIPMAINTO Bremerton
    September 2014 - Target date for removal of ex-Ranger from INACTSHIPMAINTO Bremerton
    March 2015 to October 2015 – Program and vendor start up at Ranger complex.
    June to September 2015 – Move preparation and Ranger moved to Fairview, Oregon site.
    October 2015 - Ranger complex scheduled to open to the public.
