    Probably. That wouldn't stop tabloids from claiming that they had a death ray, but nobody listens to tabloids.

    If the military is smart, then they will have learned from history on that. Truman thought the Soviets would never be able to develop a nuclear bomb as long as he kept the secret to building them under close enough guard, but the soviets didn't need our help on that end. Once they knew that a nuclear bomb was possible, they could find scientists smart enough to figure out how to build one on their own.

    If you really want to keep something secret, you have to not even leak its existence. Even then, it's still only a matter of time before someone separately re-invents it, but in the meantime you can be doing research to improve your designs so you stay ahead of the game even after they figure it out.

    I think it might be safe to assume that Tesla didn't know about all the counter-measures incorporated into airplanes and military technology nowadays. I don't know exactly how the death ray works, but if it did, I think it would have been used already. As to the military keeping it a secret... I doubt the military would be able to keep something like that a secret for so long.

    The basic idea is that it was meant to kill human targets, not machines. It emitted some kind of high energy particles that would travel far distances and damage people's hearts, or something like that. He claimed people wouldn't even know they were getting hit/shot at by it until they felt its effects.

    Basically it was supposed to fire very small particles of mercury at an incredibly high speed, faster than any kinds of bullets travel. It wasn't a laser, or anything like that. More similar to a rail gun, with tiny rails.

    Leaking something to the tabloids is probably the smartest way to keep something secret sometimes. I mean, it's useful if you know you can't keep it perfectly secret, because it's still secret in the sense that nobody believes it.
