UPD: while searching the info I've discovered, that the idea of making fuel out of plastic is not new in rocket industry. Skyrora, a private aerospace company from Scotland has created fuel using plastic wastes.
It's called Ecosene. It's 1-3% is better than kerosene according to the results of the experiment.Successful test firing has been held for 350 kg (LEO) to compare kerosene and Ecosene.
British startup Pulsar Fusion has launched a hybrid rocket engine that runs partly on fuel made from recycled plastic. The green rocket uses a hybrid propellant made from high-density polyethylene (HDPE) and an oxidizing agent, nitrous oxide. HDPE is found in solid or film form. They make bags, bottles for cosmetics, buckets, children's toys and so on from it.
