    Could anyone tell me what the following means?

    The building is hardly there to satisfy the needs of structure but, whatever its purpose or plan, structural needs will have had a vital hand in shaping its form.

    It means that, regardless of the purpose a building is designed to serve, its form is partly determined by what it needs to have in order to stay up.

    Moreover, what does structural needs will have had a vital hand in shaping its form mean?

    It didn't need to be in future perfect. The author could have written "whatever its purpose or plan, structural needs have a vital hand in shaping its form" which would mean approximately the same thing. By writing it in future perfect, the author wants you to imagine some future time, when a structure has already been built. Looking back on the design process, you will realize that many design features were included because of structural needs.

    It means that structural requirements affect the design. You cannot build a structure in any shape you like. The shape has to be structurally sound. Therefore, it may end up looking different than what you wanted it to look like strictly for artistic or aesthetic reasons.

    Let's say you want to build a very tall, narrow building. You may find that the available materials are not strong enough, so you have to make the lower stories wider than the upper stories. It could still be a relatively tall, narrow, building, but perhaps not quite what you originally wanted.
