yet google chrome use identical search rules for both numbers 00 and 01 but gets a 50% bias in what should be a 50% chance

I'm not entirely sure what you are trying to say.

If you search for the string '11' in '111' then, in principle, there are two places you could match it: on the first or the second character. An interactive search is, however, generally going to restart the search from after the previous match. This is probably for simplicity and to avoid the possibility of getting stuck in an infinite loop and not being able to move on. This isn't unique to Google Chrome. I just tried a common text editor and it behaves the same way.

If you want to extract the number of times '11' actually appears in then you will need to use a regular expression processor (grep, awk, perl, etc).

Note that there is no three character string where '01' can occur twice; it can't overlap itself.

By the way, the digits of Pi may not be random. You might want to check out RANDOM.ORG - True Random Number Service if you are after genuinely random numbers.

well using the chrome search startegy to bet you would lose badly if you bet for 11 at a coin toss, that is you bet on heads and then double again on heads

you would be playing as chrome searches so you would lose badly not 50%
