My guess - technology less developed. The space program was greatly accelerated by the cold war. Comm. satellites, Hubble, etc. all required a large scale rocket engine development program, which was motivated by missile development.
Arpranet was the forerunner of the Internet. Whether the DOD would have developed it without the push of the cold war is hard to say.
Assuming nothing else replaced it in any fields of science and engineering(or social changes that leaded more citizens in science), yes then there would be a little lag in technological advancement (which is increasing anyway because new tools and observations and understandings and applications, in turn lead to new tools observations understandings and applications).
I dont consider war, military buildup or arms race to be of any benefit but its a gigantic waste of ressources and human potential.
It entirely depends on what all the money was spent on rather than building weapons.
It's hard to say. History do never acknowledges IFs.
