There is some info in electronarcosis:

electronarcosis /elec·tro·nar·co·sis/ (e-lek″tro-nahr-ko´sis) treatment of psychiatric disorders by passage of an electric current through the brain, similar to electroconvulsive therapy in the tonic phase but inducing no or limited convulsions

anesthesia produced by passing an electric current through the brain. The experimental procedure has been used in the former USSR. Compare electrosleep therapy.
electronarcosis - definition of electronarcosis in the Medical dictionary - by the Free Online Medical Dictionary, Thesaurus and Encyclopedia.

Could it be regarded as viable alternative to chemical narcosis? Did anyone ever heard something about it?
What could be consequences of use it many hours a day each day for prolonged periods of time as for a cancer patients?

There is also some devices proposed through internet and require no prescription, which claim to stimulated brain with electric current
transcranially and help from chronic pain and insomnia.
What do you think about usefulness or harmful effects of such a device?

Never heard of it. But I have assisted a a few dozen electro convulsive therapy sessions. Running elctricity through your brain is dangerous! ECT is done in the opperating suite or simmilarly equipted hospital level facility with a specially cretified psychiatrist incharge and an anesthesiologist in attendence. Properly done it is safe, effective, treatment for depression. But it is not a safe thing for amatures to play at.

What do you think about such type of device? They are intended for a home use.

Apparently the device generates radio waves. Not an electric current. Human tissue is generally completely transparent to low powered radio frequencies. That is, radio goes through us without producing any effect, positive or negative.
I notice a complete lack of referrences to peer reviewed studies reported in medical journals. Double Blind studies? Testamonials are utterly worthless as evidence. I suspect that what is happening is placebo effect. Which is ok if using the device is not preventing you from getting effective treatment for a real problem.
