    You enter automatically by becoming a member - the terms of agreement are no different from joining the website itself (assuming you read those). The jury members (whose composition will not be disclosed) decides who deserves the prize.
    It depends very much on the content, though - a prize may not always be awarded.

    May I too congratulate Jeremy on this prestigious achievement.

    Would it be acceptable to inquire as to whether the award was won on the basis of a single outstanding post (in which case we'd love a citation), or overall quality (a sort of lifetime achievement award but only covering one month)? :P
