If I attach a wind turbine to generate electricity on a battery-powered boat (prop obviously facing forward) to recharge the battery, would this significantly increase range of boat? Is the increase in drag due to the propeller significant?

In principle you can never get any more energy from the wind turbine than the extra amount the motor had to draw in order to make up for the extra drag. In practice, losses will result in your being worse off with the wind turbine than with out it. This assumes we are talking about a "still air" (no wind relative to the water) scenario.
