    I'm looking for someone who has the ability to create a circuit that can switch a number of electro magnets on and off 3600 times per minute, in a set sequence.

    I've been quoted 20,000.00 by one gentleman, which is shocking.

    Sure. That's similar to using an inverter to drive a motor at 3600RPM which isn't much of a problem. I'd start with a motor inverter and then modify it to your parameters. (You would, of course, need to know things like inductance of magnets, on/off speed, current desired etc.)
