    If the universe is expanding, then what is the rate at which it is expanding ? or
    Are we in a closed finite universe which isn't fully expanded ?

    I'd find that easier to understand. I'm sure there are people on here who will happily put forth their knowledge.

    I think the OP must surely be thinking of astronomy ,rather than astrology which is ,as far as I know scientifically unproven to have any physical effects.

    Approximately 70 kilometers per second per megaparsec.
    There are no paradoxes in relativity, just people's misunderstandings of it.
