    Does adding a material less than the strength of steel increase the strength of steel ?

    there are various strengthening mechanisms in steel, most of which involve adding alloying elements to the steel in larger or greater quantities
    the properties of the alloying element don't matter very much for the strength of the alloy, since the mechanism is either distortion of the iron lattice in solution strengthening or grain refinement through the formation of precipitates which impede the movement of dislocations during plastic deformation
