It has to do with the wintertime circulation and temperature of the air in the stratosphere in winter. It's cold enough for the ozone depleting reactions to take place, and the air there is cut off from mixing with air ourside the polar region.

Everything you might want to know about the ozone hole in one place.
Ozone Hole Watch: What is the Ozone Hole?

In a nutshell, it's always been that cold in that portion of the stratosphere. It's only when you add in a chemical that reacts strongly with ozone at extremely low temperatures, in sunlight, that bad things start to happen.

(Just be glad they didn't choose to use the much more reactive bromine compounds rather than chlorine compounds. We'd probably all have been dead before they worked out what was happening. )

Increased greenhouse gasses, and it's cooling effect on the stratosphere, enlarge the area where it's cool enough for the Oxone reducting reactions to take place. This is one of the reasons where we're starting to see large Oxone holes over the Arctic despite making huge strides in reducing CFC emissions.
