Is it possible to boost both VOLT & Amp. using a circuit?

The product of voltage and current is power, so you can increase voltage and current by increasing the power input to the circuit. If you mean increase them both without increasing the power input, that can be done if the current and voltage are out of phase, but what would be the purpose? I have a feeling you are looking for a way to get more power out than you put in. No, that's not possible.
