Are these really rules of peer review?
    1) I cannot talk about our data or it will never get published. Those are journal rules.
    2) I cannot divulge which journal as that will kill our paper also so speculation is futile.

Journal rules very, but it's not too uncommon that they ask their article submitters to agree to non-disclosure during the actual review process. Given the amount of effort that spans months it's not that unreasonable. What they are trying to avoid is the same article being submitted, reviewed and published by another journal while they are still doing their peer-review.
