Do you have any idea how someone would go about creating a simple mind reading device that could read someone's mind from a thousand yards or so?

The first question that should have been asked is "Is a mind reading device feasible?".

As Dywyddyr suggests, you should have begun by asking, "Does there exist a mind-reading device of any kind?" Only had the answer been yes would it have made sense to add simplicity and range to your list of requirements. You might as well have asked whether one could create a pocket quantum computer that's also blue and tastes minty fresh.
