    In my car - I think in all - there is a so-cslled cigarette lighter, that, with the approprate connector, serves as a generalized 12V output. But this only works when the ignition is in one of its "on" positions.

    I am told that this port can also be used as an input, indepedent of the ignition key position, say for long-term maintainence of battery charge.

    Can this possibly be true?

    Not all cars require the ignition in the on position. Some have a direct 12v outlet. If your car does not have this, you might be able to change the wiring to bypass the ignition issue. This requires a parallel circuit from a continuously powered fuse. Run some searches on your model and see if you can do this.
