It would be very difficult for the layman to build solar electric panels because they are semi-conductor devices which require very stringent manufacturing processes. However, Harbor Freight has a a system for about $150.00 that consists of 3-15 watt panels, a charge controller and some lights & cables. This system when coupled with a large, deep cycle 12 volt battery and a 12 volt dc to 120 volt ac inverter will work IF the battery capacity is sufficient to run the cooler for the duration of time you need. Remember the panels only produce in sun but the cooler will have to run for 36 hours straight. (cycling on & off) You might be better off with a battery charger and the battery/inverter because it will recharge the battery quicker than the solar cells.
