im not sure that messing around with the eco system is such a good idea. not that most people mind these days

On the contrary, I think this is a great idea and could save lives.

Its rather like, going to a desert, digging a small hole in the earth where you place a cup, now put cling-flim over the top of the hole and place a small stone on the top of the film. Leave for a while and later there will be water in the cup.

Yep good idea. I think they do something similar in peru with the early morning mist condensing on specially made frames, as far as i know it as not made any impacted on the local environment.
