Yes it is a whirlpool, they can be created when you have different things happening, like when you shower and the water builds up and drains slowly down the drain creating a whirlpool or when a drain in the roadway is clogged up and the water is backing up then you remove the debris and this type of whirlpool will be seen that you have posted. There are whirlpools in the ocean too.

I'd think it was pretty normal, though probably with a different cause than one in open ocean.
It's near the shore of the river/lake which suggests there's some anomaly or obstruction there. Once the water or ice reaches a certain speed / height, the flow distorts around the anomaly. If the water were some combination of lower/ higher/ faster/ slower it might move quite smoothly over the obstruction. The whirlpool only shows up under certain conditions.
It looks like the flooded area is over a cavern, and there was a break through.

As the photo caption states, its a tidal generated whirlpool. Laza what are suggesting as an alternate explanation for it?
