I don't think a computer science forum is the best place to teach wanna be hackers how to perform a DDOS attack. Learn networking, get your certifications, take classes, apply what you learn to black hat ops. Either that or find a mentor. Otherwise you will just be wasting peoples time or getting caught.

Seriously though, if you need to ask how to do it you shouldn't be trying in the first place.

we called it RETAL. as SuperNatendo mention before. learn networking and you'll know how to attack TCP/IP protocol or by assaulting server resources.
There are three types of such attacks: the ones that target holes in a particular TCP/IP stack; those that target native TCP/IP weaknesses; and the boring, but effective, brute force attacks. For added trouble, brute force also works well with the first two methods.
