if we take concentric discs and make markings on them from 1 to 10. then any number can be obtained by rotating the discs.is it not?

It is not.

if you had n disks marked 0 to 9 that would give you all integers between 0 and (10^n - 1)
even if you had an infinite number of disks, you still only would have positive integers, missing out on any negative numbers or anything with a decimal point in it
