    This is really annoying. In an effort to reduce fan noise, manufacturers have created "smart" fan controls to lower fan speed when components aren't too hot. Because components (e.g. a CPU) operate with erratic bursts of work/heat, the fan revs up and down almost as erratically. A change in speed creates a change in tone. I can grow oblivious to noise that doesn't change. These "smart" fans are distracting because their noise keeps changing.

    How do I lobotomize every smart fan in existence, so they only run at steady full speed?

    I want to begin with a desktop PC, Windows. Power supply, CPU, GPU, Northbridge thing.

    When you start the computer go into the bios and there will be a place to shut it off. I usually leave the computer as cool as possible. If its really hard drive noise defrag it.

    In addition to checking the bios setting and turning it off there....you could also download a program like "speedfan" that will monitor you temps and allow you manually control the fans.

    You can also invest in a fan controller and get some better quality fans.

    Or you could just disconnect the power leads to some of them that are making the most noise but always monitor your temps.
