Get that dll. Try Google. Dlls generally go in the C:\Windows\System, C:\Windows\System32 or C:\Windows\SysWOW64 directory, depending on which version you have. Or sometimes you can just put it in the directory with the program you're trying to run.
Please be more specific. Downloading individual DLL's isn't ideal and a lot of those sites will give you viruses instead of the DLL's you need. When is it occurring?
