It is more then just a formula. It requires the knowledge of what type of pressure you are going to create. How much pressure you want to create. How fast a burn. How long a burn.

First you need some specifics. Potassium perchlorate and granulated sugar work, as a propellant and an explosive. You have to design a fuel density that works with the size of exposed surface area of burning fuel.

But if you put any solid rocket fuels under to much pressure, they explode. Actually by means of over voltage.

That is why you try not to use solid rockets for human endeavors.

Any propellent even if it is just a compressed gas, is an explosive hazard though.

Something goes wrong and some odd shaped piece gets stuck in a port or jet. And the instant pressurization that it is not designed for, can cause massive super destructive heat to be created. It has to do with refrigeration, state change. Similar to an effect created in a condenser or a refrigerator, freezer or air conditioner.

    Sincerely,

    William McCormick

You would do well to buy your own rocket motors, which come already fueled. They cost about $15 & up, but you know they will work. See examples here: http://www.apogeerockets.com/rocket_motors.asp.
