What are the susbstances that could be used to lower the flammability of fuels (especially petrol)and render them inflammable so as to avoid or reduce the magnitude of explosion. Or if such substances do not exist, or are not known presently, is it possible in any other way(chemical methods preffered) to reduce the explosive property of fuels like petrol.

if you have a huge lack of oxygen I'm sure that'd do the trick.. :P

I believe the military has created enzymes that transform gasoline into an incombustible gelly.

Sugar to gasoline will pretty much render it useless (at least in a car).
