If you are truly interested in the subject and are willing to spend the time and money on it, then I would say yes, it is a good choice. If you're concerned about the time and money you spend on academic pursuits, and you find yourself more drawn to biotechnology, then perhaps you should make a switch. Don't make the decision hastily though.
You might also want to look into the possibility of pursuing graduate work related to biotechnology instead of doing a second undergrad degree.
Like Alex said, don't make choices two hastily, depending on how far into your studies, a switch could cause you to have to do additional years to finish your degree. However, if you really want a biotechnology degree it might be worthwhile and still more cost effective than pursuing it as a second degree.
