If I cut the stem of an aquatic plant outside of water, will air be drawn in by cohesion-tension and so block water flow up the stem by transpiration?
Or does this problem not occur with aquatic plants?

Transpiration does not occur in aquatic plants. They do however transport water and dissolved nutrients through their vascular systems, including from root to shoot.
