last week I throw a bag of left over rice on a mini-hole(about the size of minivan wheel-horizontaly)left uncovered. until this day I happen to see it again and saw every single worm as small as a single grain of rice wiggling (it just like it transformed to worm?) what just happen?

Some insect (probably a moth) has laid their eggs in the rice and the larvae (maggots) have hatched out.

Putting aside the unlikely prospect that your rice has been turned into maggots by a rogue Hogwarts student, I'd say Strange is probably right.
