When looking at the amount of room in a container that is used to hold edible fungi or fungus products, why does the container have to be filled with enough mushrooms (as example fungi) that the mushrooms will take up 90% of the containers volume.

Under Codex 38, it is also stated that for the composition of the fresh fungi, the number of stalks shall not exceed the number of caps..why?
Does it means that the fungi is ABNORMAL if the number of stalks exceed the no. of caps?
Any idea?
Most people would prefer the mushroom caps to the stems, so if they bought a package that was all stems, they wouldn't be too happy about it.
