if you don't get a satisfactory answer here, you might want to try the Fossil Forum - they're pretty good at that sort of thing, especially within the US

From experience, these amateur clubs can put on GREAT events and know alot about places it is legel to collect (which, in the states, is almost anywhere it would seem).
try to contact the museum of natural science in Raleigh- they might have a palaeontologist there that can help you. If you offer to volunteer for some field work, you'll get experience, learn a crapload AND you'll probably make some friends that can give you the downlow on where to collect cool fossils in your area!
