Would omitting caffeine from one's diet result in equivalent or enhanced cognitive performance due to the absent dependency on an external substance for sustaining peak cognitive performance/wakefulness? Or, would it result in a particular decline of cognitive performance?

I think it depends upon the individuals level of caffeine addiction prior to beginning. However, you should note that, as a general rule, caffeine improves cognition.
