Well, that website certainly does look official. There's a countdown timers and everything. It MUST be alien life.
Apparently - delving into the lunacy that is Above Top Secret - that website originates in Panama.
Doesn't inspire confidence.

Um, if NASA (whose site is down at the moment) hasn't announced it yet how do these guys know anything about it?
I tend to be skeptical about NASA anouncements, even if they are real NASA announcements. I think there's a tendency to exaggerate claims sometimes, if they think it will stir up interest and possibly benefit their budget. I doubt they'd lie, but they probably embellish a bit.
Looks like your typical email address harvesting trap. Get people to sign up and then don't deliver, but you did get crap loads of email addresses from gullible web surfers that you can sell to spammers and other marketing companies.
nasa did make an announcement of some kind on November 13, 2012, something to do with mars rover. Hardly earth shattering though.
Type in "NASA announcement" in the YouTube search bar and scroll through the results.
Now, it becomes understandable why SETI is looking for intelligent life on other planets, since we have given up on this one.
Given the current political and financial circumstances of the United States, there is some speculation on whether NASA will have the budget to maintain both the International Space Station (ISS) and the SLS/Orion Exploration program. Perhaps the announcement will entail the salvaging of one program at the expense of another?

It is probably an incredible announcement if you are in the clique of actual scientists in that particular field working in that particular group to whom every thread of new information means the world, since they dedicate their life for it. To the rest of us it may seem interesting but the enthusiasm is, although existent, is nowhere near their level.

I think since the fed gov is shut down, the collection of sales tax and fed income taxes should also be suspended. I mean seriously, if my internet provider shut down, they would not be allowed to continue to bill me during the time I am going without service.

I don't think NASA is going to announce anything on the 13th. The originator of that information is an untrustworthy site, and NASA at the moment has no funding for an announcement.
In fact, the original website that stated so has a link to "FIND OUT ABOUT IT" which redirects to a YouTube music clip. Rather like a RickRoll.
The perpetrators used the fact that the official NASA website is currently shut down to propel this very obvious hoax.
