Not quite, since that is a time exposure. However, from truly dark skies, the Milky Way is easily visible to the naked eye.
That image was taken from the southern hemisphere, as you can tell by the Large and Small Magellanic Clouds (dwarf galaxies associated with the Milky Way) on the right, and the Milky Way is brghter and rises higher in they sky.
