    Can any action be taken or any process be executed in a "timeless" state?

    I'm referring to before big bang singularity.

    We don't know.

    As far as I know, the fundamental laws of physics as we know them, change previous to the plank time, which isn't even before the big bang. So we simply don't know.

    Thats a pretty awesome question, deeply philosophical. But, logically without time observations can not be made, things cant move, develop or evolve.

    Possibly the Big Bang created both space and time or it was a collision of branes in space time and hence time already existed. Without time tho, things can not be observed or measured.

    Really, I have to agree that quoting the bible is just a waste of your own time on a science forum. It just doesn't answer anything scientifically.

    I do agree that things happen outside of space-time on higher dimensions though.
    Look up M-Theory for further insight on actions outside of time.
