    Also is NASA a government agency? I was told they were actually independent. So letís say a rock was coming towards earth or the Meebos alien race shows up. Who would make the decisions of course of action?

    In the films it is always America but it has been pointed out that America only represents 1 in 22 of the people on Earth. It would have to be a coalition of world leaders and scientists, which probably means that little would get done. However if just one country discovered aliens, there would be a temptation not to tell others. If we discovered an asteroid heading towards Earth, every minute would count since it would need an ever bigger angle to deflect it the closer it got.

    NASA is a government agency. At the back of my mind is the thought that unlike other agencies this one reports to the VP nto to congress, but that could just be my overactive imagination.

    NASA have responsibilities for gathering information on NEOs. As suggested above it is likely that any response to a major threat would be an international undertaking. NASA would doubtless play a part in intelligence, but not in a leadership role. As noted, that's either Morgan Freeman or Bruce Willis.

    In the case of alien races descending on earth, it might be Bill Pullman making the decisions.

    I qwould say that if an alien race actually arrived, it would be the United Nations Secretary General rather than the U.S. President who would make the decisions.

    Again, if a rock was hurtling towards Earth, then it would be that respective country's head of state or parliament that would make the decision. If it was enough to render life extinct, then it would the U.N. who would take the decision.

    I think the UN would try to make the call in case of a rock coming towards earth. But since human beings aren't known for their rationality during panic, I don't think much would be achieved. That is, if the rock would be spotted in the first place. Its quite an area to cover...

    A lot of amateurs keep their eyes on asteroids, etc in the hope of discovering a new one (there are often rocks slung inward by perturbation in the Oort cloud so new ones to discover) as professional astronomers concentrate on ever smaller areas of the sky. Cheaper "light buckets", CCD devices and computer aided navigation helps even rank amateurs stand a chance of being first to spot a rock that will cross Earth orbit.

    I'm thinking the US, Nato, and Russia would get together and act on their own regardless of what the UN says. I mean, I'm sure they'd take whatever the UN decided "under consideration", but there're really only a handful of countries that have any means in their possession of making a response.

    If its little green men, I don't think it matters who makes the decision, unless they're interested in diplomacy.

    Well, the US and Russia are on the UJN Security Council, and this would definitely be somewhere in the Jurisdiction. If the Security Council does manage to work this time, then you can say that the UN will do what Russia, America, China, France and Britain choose to do.

    If its little green men, I don't think it matters who makes the decision, unless they're interested in diplomacy.
    I concur. If they were to invade, then all countries will have to unite. If its diplomatic, then I certainly don't see why a single country should have a monopoly on their visits; the aliens would be better off talking to the UN.
