Whats the point of having a leader with a high IQ if he's also a lying socipathic chickenhawk? (ex:Cheney)
Someone thats mentally incompetent will not be in a position to be a leader, unless its a figurehead position, in which case it doesnt matter all that much if they can act (heck even senility can be seen as a plus for those wispering in the would-be leader's hear).
