I am just unsure what values of capacitors and resistors to use with a 4046. The only other thing I know is the ratio detector. I had a gif of an FM detector using, I believe it was CMOS NAND gates with resistors and capacitors, tuned to 10.7 MHz.

To work this out we need a little more data, it is quite straightforward but many seem to drown in the maths when working out the loop filter values.

What is the centre frequency? What is the deviation? What is the nature of the modulation?

Years ago I built NBFM PLL detectors using open collector gates..TTL

Most detectors are quadrature detectors these days and are usually contained within IC IF amplifiers..
